GENERAL ITEMS

9. APPROVAL OF 2011-2016 FIVE YEAR EDUCATIONAL PLANT SURVEY
Description
In 2005 the Florida Department of Education approved the district's 2005-10 Five Year Educational Plant Survey.  Florida Statute 1010.31(1) mandates that at least every five years, a new survey be conducted and submitted to the Department of Education, Office of Educational Facilities, for review and validation.  The new 2011-2016 Five Year Educational Plant Survey has been completed and is ready to be submitted for review and validation.

Recommendation
That the School Board of Sarasota County, Florida, approve the electronic submittal of the 2011-2016 Five Year Educational Plant Survey to the Florida Department of Education, Office of Educational Facilities for review and validation.

10. THIRTEENTH RESOLUTION TO ACQUIRE AN ELEMENTARY SCHOOL SITE IN NORTH PORT
Description
On October 5, 2010, the Board approved the First Resolution, authorizing the acquisition of numerous small parcels for a future elementary school in North Port.  This Thirteenth Resolution approves the eleventh batch of contracts for this acquisition.

12. AGREEMENT BETWEEN BAY AREA YOUTH SERVICES, INC. AND THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA
Description
This agreement provides a delinquency program for students identified as at-risk to becoming habitual juvenile offenders.

13. AGREEMENT BETWEEN BIG BROTHERS BIG SISTERS OF THE SUN COAST AND THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA
Description

This is a long standing agreement between Big Brothers Big Sisters of the Sun Coast and the School Board of Sarasota County, Florida, to provide one-to-one mentoring in our schools.

That the agreement for mentoring services between Big Brothers Big Sisters of the Sun Coast and the School Board of Sarasota County, Florida, be approved as presented.

14. AGREEMENT BETWEEN COASTAL BEHAVIORAL HEALTHCARE, INC. "FAMILY LIFE INTERVENTION PROGRAM" AND THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA
Description

Coastal Behavioral Healthcare, Inc., "Family Life Program," will provide an early prevention program for at-risk youth in Sarasota County.  Services are provided at mutually agreed upon school locations at no cost to the district and transportation will be provided by Coastal if needed.

15. AGREEMENT BETWEEN GIRLS INC. AND THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA
Description
This is a long standing agreement between Girls Inc. and the School Board of Sarasota County, Florida, to provide research-based, age-appropriate programs to school age girls throughout Sarasota County during and after school.

16. AGREEMENT BETWEEN TAKE STOCK IN CHILDREN AND THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA

This agreement between Take Stock in Children and the School Board of Sarasota County, Florida, provides mentoring and potential college and vocational scholarships to selected students.

19. TERMINATION OF AGREEMENT BETWEEN SCHOOL BOARD OF SARASOTA COUNTY AND ASSOCIATED MARINE INSTITUTE, INC., FOR AMI KIDS SARASOTA
Description

Contracted services for the alternative school AMIkids Sarasota County will not be renewed.

That the School Board of Sarasota County terminate the agreement entered into on June 15, 2010 effective July 21, 2011 per thirty (30) written notice requirement as stipulated in item 15 of the June 15, 2010 agreement.

20. AGREEMENT BETWEEN SARASOTA FAMILY YOUNG MEN'S CHRISTIAN ASSOCIATIONS, INC. (YMCA - TRIAD PROGRAM) AND THE SCHOOL BOARD OF SARASOTA COUNTY
Description
This agreement outlines the relationship and responsibilities shared by the SBSC and the YMCA - TRIAD program which provides alternative programs of education, training, and related services for students grades 6-12 assigned to the Alternative School program at YMCA - TRIAD.

Recommendation
That the School Board of Sarasota County approve the agreement for the Sarasota Family YMCA to provide alternative programs at TRIAD.

GRANTS

21. APPROVAL OF THE ADULT GENERAL EDUCATION GRANT PROPOSAL TO THE FLORIDA DEPARTMENT OF EDUCATION
Description
COMPETITIVE: Grant funds of $428,153 will provide supplemental educational services to at-risk adult students, with a focus on Adult Basic Education and Adult ESOL programs.

Recommendation
That the School Board of Sarasota County approve the Adult General Education grant proposal.

22. APPROVAL OF THE FLORIDA DIAGNOSTIC AND LEARNING RESOURCES SYSTEM (FDLRS) ASSOCIATE CENTERS GRANT APPLICATION TO THE FLORIDA DEPARTMENT OF EDUCATION

CONTINUATION: Grant funds of $903,675 will assist students with disabilities by improving student identification, providing teacher professional development, and offering technology assistance to students with disabilities and their parents.

23. APPROVAL OF THE TITLE II, PART A GRANT APPLICATION TO THE FLORIDA DEPARTMENT OF EDUCATION

ENTITLEMENT: Grant funds of $1,254,525 will provide training and support for instructional staff as well as leadership development and support for new administrators.

35. APPROVAL OF EXPULSION CASE NO. 11-504
Description
On May 11, 2011, the student listed in Expulsion Case No. 11-504, violated School Board Policy 5.34(1)(d), Battery on Another Student.  It is the recommendation of the Superintendent that the student be expelled from the Sarasota County Schools until June 4, 2012.   

Recommendation
That in accordance with provisions of Sections 1006.07(1)(a)(b), Florida Statutes and School Board Policy 5.34, and the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case No. 11-504, to expel the student referenced therein from the Sarasota County Schools, be approved effective immediately for the entire 2011-2012 academic year.

36. APPROVAL OF EXPULSION CASE NO. 11-438
Description
On April 11, 2011, the student listed in Expulsion Case No. 11-438, violated School Board Policy 5.32, Zero Tolerance and School Board Policy 5.34(1)(d), Battery on School Board Employee.  It is the recommendation of the Superintendent that the student be expelled from the Sarasota County Schools until April 29, 2012.

Recommendation
That in accordance with provisions of Sections 2006.07(1)(a)(b), Florida Statutes and School Board Policy 5.34, and the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case No. 11-438, to expel the student referenced therein from the Sarasota County Schools, be approved effective immediately until April 29 of the 2011-2012 academic year.

Description
On May 26, 2011, the student listed in Expulsion Case No. 11-524, violated School Board Policy 5.34(1)(d), Sexual Battery on Another Student.  It is the recommendation of the Superintendent that the student be expelled from the Sarasota County Schools until June 4, 2012.

Recommendation

40. APPROVAL OF EXPULSION CASE NO. 11-486
Description
School Board Policy 5.34(4) permits the Board to hold in abeyance the expulsion of a student if the student participates in a recognized alternative-to-expulsion program.  This student is being placed in an alternative school.

MATERIALS MANAGEMENT

41. APPROVAL OF CLASSIFICATION OF INOPERATIVE EQUIPMENT AND FURNITURE AS PROPERTY TO BE DELETED
Description
The custodians of the property (cost center heads) have certified it to be traded in on new equipment, unaccounted for, not repairable or otherwise inoperable. Property still on hand after reallocation will be salvaged for any useful parts and then sold at auction.

Recommendation
That the classification of equipment and furniture, as property to be deleted, be approved.

42. APPROVAL TO AWARD BID #11-0066 FOR CUSTODIAL SERVICES FLOOR MACHINES
Description
A bid to provide 'Custodial Services Floor Machines' was received from RPS Corporation on June 1, 2011. The bid meets the advertised specifications and is within budgetary guidelines. The funds for this purchase are contained in the capital budget allocated to the Facilities Services Department.

Recommendation
That the bid of RPS Corporation, to provide 'Custodial Services Floor Machines' in the amount of $77,078.65, be approved for award and purchase.

CONSTRUCTION

43. APPROVAL OF AMENDMENT #3 TO ARCHITECT'S CONTRACT FOR THE VENICE HIGH SCHOOL REBUILD PROJECT
Description

The scope of work for this amendment is to provide additional civil design services to modify the design documents to incorporate modifications resulting from the final Phase 1 and Phase 2 building designs.

The total amount for these changes shall not exceed $12,830.00.  These funds are available through the project budget.



Recommendation
That Amendment #3 to the Agreement, dated June 21, 2011, with Schenkel Shultz Architecture for the Venice High School Re-Build project be approved as presented.

44. APPROVAL OF CONSTRUCTION MANAGER'S PRECONSTRUCTION SERVICES CONTRACT FOR NORTH COUNTY TECHNICAL CENTER PHASE III (SCTI) CONSTRUCTION PROJECT
Description
The project's scope of work shall include the construction of three (3) buildings that total approximately 150,000 square feet.  The project also consists of renovations to Building 85 and approximately 5,000 square foot of additional new construction adjacent to Building 85.  Also included in the project is the completion of all remaining site work, parking lot renovations and the construction of a high school baseball field and high school softball field, ancillary buildings to support the fields and all demolition work required to complete the build out of the entire campus.  On 5/31/2011, the Director of Construction Services and a member of the Professional Services Selection Committee (PSSC) met with representatives from Willis A. Smith Construction, Inc. to negotiate a contract for this project.  This contract covers the pre-construction portion only for this project.  The contract for construction will be negotiated separately at a later date.  This contract amount is $129,919.0.  These contract documents have been approved by the School Board attorney and are available for review at the Construction Services Department.  The construction budget is approximately $40,000,000.00.  Funds, in the amount of $40,000,000.00 for this project are available in the capital budget account.

Recommendation
That the construction manager's preconstruction services contract for North County Technical Center Phase III (SCTI) Construction Project be approved as presented.

45. APPROVAL OF UPDATE #1 TO THE 2011 ANNUAL CERTIFICATION OF PROFESSIONALS FOR CONSTRUCTION RELATED SERVICES
Description

The recommended professionals have submitted annual request for certification by the School Board to provide professional construction related services for Sarasota County School Board projects.  These submissions are in accordance with School Board policy #7.71.  The initial list was Board approved January 4, 2011 (Item #29).  On 5/27/2011, the Professional Services Selection Committee met to review the submissions and voted to recommend and append to the Board certified list the firms listed on the enclosure.  The newly added firms are identified, on the enclosure, at the end of the initial listing are in bold print.  Upon Board approval, the pertinent data from these submissions will be incorporated to the existing list.

That Update #1 to the 2011 Annual Certification of Professionals for Construction Related Services be approved as presented.

46. APPROVAL OF RANKING OF CERTIFIED AND QUALIFIED ENGINEERING FIRMS FOR COMMISSIONING OF BUILDING SYSTEMS FOR A PERIOD OF THREE (3) YEARS
Description
The scope shall include Commissioning of Building Systems in accordance with SBSC Design Guideline specification 01 91 00, "Commissioning Requirements".  On 5/27/2011, the Professional Services Selection Committee (PSSC) met to select certified and qualified engineering firms for this continuing services contract.  The PSSC has ranked them in accordance with School Board Policy #7.71.  The estimated cost of these services for the three-year period is $300,000.00.  Funds for these services are available through individual project accounts.

Recommendation
That the ranking of certified and qualified engineering firms for Commissioning of Building Systems for a period of three (3) years, be approved as presented and the Director of Construction Services be authorized to attempt negotiations with the two (2) top-ranked firms.

51. APPROVAL OF ASSIGNMENT OF CERTIFIED AND QUALIFIED FIRM TLC ENGINEERING FOR ARCHITECTURE FOR CONSULTING SERVICES FOR THE DESIGN AND CONSTRUCTION ADMINSTRATION OF THE FRUITVILLE ELEMENTARY SCHOOL THERMAL ENERGY STORAGE PROJECT
Description
The scope shall be to provide consulting services for the design and construction administration of the Fruitville Elementary School Thermal Energy Storage project.  On 5/27/2011, the Professional Services Selection Committee (PSSC) met to recommend the assignment of this project for these services in accordance with School Board Policy #7.71 as a Minor Project.  TLC Engineering for Architecture completed the design for this project during the HVAC Renovation of this school in 2003.  The thermal energy storage system was not installed at that time due to a lack of funds.  The preliminary construction budget for this project is $320,000.00.  Funds for these services are available through project account.

Recommendation
That the assignment of certified and qualified firm TLC Engineering for Architecture for consulting services for the design and construction administration of the Fruitville Elementary School Thermal Energy Storage project, be approved as presented and the Director of Construction Services be authorized to attempt negotiations with the assigned firm.

53. APPROVAL OF THE RENEWAL OF WORKERS' COMPENSATION SPECIFIC EXCESS INSURANCE EFFECTIVE JULY 1, 2011 TO JULY 1, 2013
Description
Star Insurance Company proposed a two (2) year rate guarantee that is 23.7% lower than the expiring rate of 0.0459 per $100 of payroll.  The renewal rate is 0.0350 per $100 of ratable payroll.

Recommendation
That the Workers' Compensation Specific Excess Insurance Renewal with Star Insurance Company, effective July 1, 2011 to July 1, 2013, be approved as presented.

54. APPROVAL OF THE SUPERINTENDENT'S FINANCIAL STATEMENTS FOR THE MONTH ENDING APRIL 30, 2011
Description
The Superintendent's Financial Statements for the month ending April 30, 2011, do not reflect any unexpected trends through ten months of the 2010-2011 fiscal year.  The supplemental schedules reflect the projected results of operations for the 2010-2011 fiscal year in the General Fund to come in better than is currently budgeted with an ending unreserved fund balance greater than required by Board policy.  In the Special Revenue Fund, revenue from Federal through State sources has decreased over 12%.  This is due to a reduced amount of American Recovery and Reinvestment Act (ARRA) funding being received this year.

Recommendation
That the Superintendent's Financial Statements for the month ending April 30, 2011, be approved as presented.

JOB DESCRIPTIONS

55. APPROVAL OF THE NEW JOB DESCRIPTION FOR THE FLOATING MANAGER, FOOD AND NUTRITION SERVICES
Description

We are requesting the elimination of the Buyer/Quality Control Manager.  The responsibilities of the position have been reduced significantly since the department joined the Power Buying Group.  Because the job no longer warrants a full time position, it makes more sense to add the job duties of the Buyer/Quality control Manager to a current Area Supervisor's position and use those labor hours to better serve the needs of our operation in the Floating Manager position.  The addition of a Floating Manager position will provide greater assistance to the school sites by providing on-site technical assistance, training and customer service.  This change is a shift of responsibilities, it does not result in the addition of any positions in the department, and provides greater assistance and coverage at the school level.



Recommendation

That the School Board approve the revised job description for the Floating Manager, Food and Nutrition Services as presented.

56. AGREEMENT BETWEEN JEWISH FAMILY & CHILDREN'S SERVICE OF SARASOTA-MANATEE, INC. AND THE SCHOOL BOARD OF SARASOTA COUNTY
Description
This agreement delineates the relationship and responsibilities shared between JFCS and SBSC regarding services provided to students at Booker Middle School & Phoenix Academy in the Challenge to Change/Safe Alternative to Out of School Suspension Program which provides school supportive services to at-risk students such as individual, family, and group therapy, academic tutoring, and parent training.

Recommendation
That the School Board of Sarasota County approve the agreement for service with Jewish Family & Children's Services as presented.

57. AGREEMENT BETWEEN THE JEWISH FAMILY AND CHILDREN'S SERVICES AND THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA
Description
This agreement provides services to students at McIntosh Middle School, Heron Creek Middle School, Oak Park, and Emma E. Booker under the Challenge to Change/Safe to Out-of-School Suspension Program.  It is a therapeutic program which incorporates school support to at-risk youth ages 5-15.

Recommendation
That the agreement between Jewish Family & Children's Services and the School Board of Sarasota County, Florida, be approved as presented.

58. APPROVAL OF AN AGREEMENT AMONG ACHIEVA CREDIT UNION, THE SCHOOL BOARD OF SARASOTA COUNTY - PALS PARTNERS IN EDUCATION AND THE EDUCATION FOUNDATION OF SARASOTA COUNTY, INC.
Description
The agreement describes an arrangement among the School Board, the credit union and the Education Foundation in which the district will provide information about the credit union to staff in various print and electronic formats and post on the district website a credit union logo identifying Achieva as the sponsor of a new district online system to connect district business partner resources with needs identified in schools.  In exchange, the credit union will provide $30,000 over three years to develop, launch and maintain the system.

Recommendation
Recommend approval of agreement among Achieva Credit Union, the School Board of Sarasota County - Partners in Education and the Education Foundation of Sarasota County, Inc. for credit union promotional information and material.

59. APPROVAL TO ADVERTISE SCHOOL BOARD RULES
Description

The following School Board Rule has been rewritten and replaces:
